Importance of Standards in Engineering

If you are performing some experiments to know the performance level of certain type of construction material you might have to follow ASTM (American Society for Testing Materials) which has many volumes and experiments being standardized by professionals and researchers. Similarly we have AASTHTO (American Association of State Highway and Transportation Officials) for the materials being used in pavements, roads or airfields and runways etc.

Why we need Codes and Standards

As already mentioned in the start that Standards play a very important role as far as level of precision and optimism in quality and degree of performance is to maintained and enhanced. Standards vary from one place to other like the standards we have for America might not be useable in Asian countries like China etc. The reason of this variation in standard is variability in the availability of type of materials available, quality of material. For example the soil of America is very different collectively than that of China or any other country.

This variation is also present within the country. The seismic zones are different. This variation can be easily observed in civil engineering as every project has different sets of characteristics despite of the fact that even if materials and requirements are taken as same.

The code concerned here is Uniform Building Code having short form of UBC. International Council of Building Officials having their headquarter in California has published this code for the very first time way back in 1927. ICBO was meant to promote Public safety by providing standards and requirements to ensure safe construction.

ICBO continued to publish the updated versions of the code approx. after every three years until 1997 which was indented as the final version after which in 2000 the UBC was replaced by IBC (International Building Code) but IBC is mostly used in United States of America and few other countries. The Uniform Building Code (UBC) was a building code used primarily in the western United States.

History[edit]

The UBC was first published in 1927 by the International Conference of Building Officials, which was based in Whittier, California. It was intended to promote public safety and provided standardized requirements for safe construction which would not vary from city to city as had previously been the case.^[1]

Updated editions of the code were published approximately every three years until 1997, which was the final version of the code. The UBC was replaced in 2000 by the new International Building Code (IBC) published by the International Code Council (ICC). The ICC was a merger of three predecessor organizations which published three different building codes.^[2] These were:

International Council of Building Officials (ICBO) Uniform Building Code
Building Officials and Code Administrators International (BOCA) The BOCA National Building Code
Southern Building Code Congress International (SBCCI) Standard Building Code

The new ICC was intended to provide consistent standards for safe construction and eliminate differences between the three different predecessor codes. It is primarily used in the United States.

Previous versions of the UBC are as follows: 1927 (first version), 1935, 1937, 1940, 1943, 1946, 1949, 1952, 1955, 1958, 1961, 1964, 1967, 1970, 1973, 1976, 1979, 1982, 1985, 1988, 1991, 1994, 1997 (last version).^[3]
